Key Elements of the UAE E-Invoicing Framework
An eInvoice is structured invoice data exchanged between supplier and buyer and reported electronically to the FTA. PDFs, scans and email attachments are not eInvoices.
The UAE has selected the Peppol (Pan-European Public Procurement On-Line) framework for secure, standardized cross-border and domestic invoice exchange.
Ministerial Decision No. 243 of 2025 applies the system to in-scope business transactions, including B2B and B2G transactions, subject to the exclusions in the decision. B2C transactions remain outside the mandatory phases until a later decision.
The pilot and voluntary adoption began on 1 July 2026. Mandatory dates depend on annual revenue and entity type, with the first implementation date on 1 January 2027.
